In 1995 the Texas state legislature mandated that each county with a population greater than 186,000 create a Juvenile Justice Alternative Education Program within their jurisdiction. These campuses would be created and overseen by the local juvenile probation department. These programs were established to insure at-risk students who were expelled from their Independent School Districts would have a school setting where they could earn high school credits while reducing their risk of being involved in un-supervised or risky activities during their expulsion period.

Qualifying students are expelled to the Nueces County Juvenile Justice Alternative Education Program at the recommendation of their ISD superintendent. Expulsion terms range from 90 to 180 days depending on the seriousness of the incident for which they are expelled.
